In the US, prostitution is illegal in most states, even when it is between consenting adults. It was briefly legal during the Civil war, and is generally legal to do it while making a film, for some reason. Also, the penalties are different for the man and the woman. Though the man more often pays, the law sometimes treats the men more harshly, and sometimes treats the women more harshly. The press always assumes the woman is an innocent victim, something taken to task in the play, Chicago, and the play Evita. Sometimes the women has a brain and a desire too. John Kennedy, for example, had a Nazi spy for a lover; I suspect she was not the victim.
